The Rebate Process

Financing and rebate processing for the Ky Home Performance Program (KHP) are being provided by AFC First (AFC).

The first 1,000 homeowners to participate in the KHP program are eligible for a $150 rebate to use toward the cost of the whole-house energy evaluation.

The service provider will assist the homeowner with rebate forms. The homeowner or service provider may print the rebate disclosure and return it to the KHP rebate processor and lender AFC First (AFC) within 30 days with a paid receipt or invoice. The rebate is issued directly to the homeowner. (The evaluation must be paid for in full before the rebate may be acquired, and the rebate may not exceed the cost of evaluation).

Step 1 The service provider will submit a Specification Sheet, supporting documentation, and signed customer Proposal/Estimate to AFC.

Step 2 AFC will review the proposed qualifying improvements to ensure KHP standards are met and then informs the service provider and homeowner that the work may begin; a pre-approval is issued, including proposed rebate amount.

Step 3 The service provider will complete the work and the homeowner pays for work in full to the service provider.

Step 4 The service provider or homeowner submits a customer-signed Certificate of Completion with a paid receipt to AFC.

Step 5 AFC will then obtain a verbal confirmation of satisfactory work completed from the homeowner.

Step 6 Upon satisfactory completion of quality assurance inspection and evaluation and receipt of signed paperwork, homeowner is then sent a rebate for 20 percent of qualifying improvements up to $2,000.

Time Is Running Out

As of April 1, 2012, no more rebates are available for whole house energy evaluations. All work must be completed on jobs applying for a KHP Rebate by April 30, 2012. The last day to submit KHP loan applications is April 13, 2012, and jobs with KHP loans must be completed (with all paper work turned in) by June 15, 2012. Please note that KHP's network of specially-trained contractors is still available to complete energy efficient retro fits. Funding is still available in Boone, Campbell, and Kenton Counties through the Greater Cincinnati Energy Alliance.

KHP, an ARRA-funded program, is set to expire on June 30, 2012. In order to closeout the existing KHP program and pipeline of jobs, please review the very important dates listed to the right.

Kentucky Housing Corporation (KHC) and KHP staff are working to secure new funding sources to transition KHP to post ARRA funding. The new program design has not yet been finalized but we will communicate with our contractor base and consumers as soon as details are available, so please check back and for further updates and announcements.

    Important Dates*

  • April 13, 2012 – Last day to apply for a KHP loan.[1]
  • April 30, 2012 – Final day to complete KHP jobs receiving rebates.[2]
  • June 15, 2012 – All KHP jobs with loans must be complete with all paperwork signed by all parties as needed and submitted to KHP for final processing.[3]
[1] - Funds available on a first come first served basis and are limited to the first 1,000 KHP whole house evaluations.
[2] - The job must have completed and submitted their KHP whole house energy evaluation by April 1, 2012.
[3] - All field work must be completely finished and all required project documents must be signed by the appropriate parties and submitted to KHP for final processing. Funds available on a first come first served basis and are limited to the first 1,000 KHP whole house evaluations.
[4] - While most KHP projects opt for the 20 percent rebate option, homeowners who elect to proceed with a KHP loan for their project will be granted additional time to complete their projects due to the longer lead times that processing these jobs requires.
